During the reporting period, three Palestinians were extra-judicially executed by IOF in the West Bank. Thirteen civilians, including six children and a girl, were wounded by IOF gunfire in the West Bank and the Gaza Strip. IOF conducted 37 incursions into Palestinian communities in the West Bank and arrested four Palestinians in the Gaza Strip. IOF have continued to impose a total siege on the OPT and at various checkpoints and border crossings in the West Bank arrested six Palestinian civilians. PCHR strongly condemns the bloody incidents that took place on Sunday noon in Tal al-Sultan neighborhood in Rafah, which took the life of a bodyguard of Majed Abu Shammala, Member of the Palestinian Legislative Council (PLC), and wounded seven others, including three children. PCHR calls upon the Palestinian National Authority (PNA) to effectively investigate these incidents, which are part of the state of security chaos plaguing the Occupied Palestinian Territory (OPT), and bring the perpetrators to justice. In the past 24 hours, Israeli Occupation Forces have escalated attacks in the Occupied Palestinian Territory. They have killed eight Palestinians, including a child. Four of the victims were extra-judicially executed. According to investigations conducted by PCHR: At approximately 05:00 on Saturday, 21 April 2007, IOF moved into Kufor Dan village, west of Jenin. They besieged and opened fire at a house belonging to the family of Mahmoud Nasfat Naddaf, 20, in the west of the village. Israeli violations of international law and humanitarian law continued in the OPT during the reporting period (12 - 18 April 2007): The IOF extra-judicially executed a Palestinian activist in Jenin after having arrested him. IOF destroyed a Palestinian house in Qalqilya in the context of collective punishment. Six Palestinian civilians (two women, three children and a mentally disabled man) were wounded by IOF gunfire. On Tuesday afternoon, 17 April 2007, Israeli Occupation Forces (IOF) extra-judicially executed a member of the al-Aqsa Martyrs Brigades (an armed wing of Fatah movement) near Jenin town in the northern West Bank. IOF shot him dead after having arrested him. According to investigations conducted by PCHR, at approximately 12:30 on Tuesday, an IOF undercover unit moved arrived at al-Shuhada intersection on Jenin-Nablus road, traveling in a civilian vehicle with a Palestinian registration plate. Israeli violations of international law and humanitarian law continued in the OPT during the reporting period (22 - 28 March 2007): Four Palestinians killed by IOF and settlers in the OPT; including a sheep herder in Bethlehem and three Palestinian resistance activists killed in Nablus and Jenin. Ten Palestinian civilians, including five children were wounded by IOF, including four wounded in Bal’ein village, west of Ramallah, and three children wounded by IOF bombardment in the northern Gaza Strip. The victims who were killed in yesterday’s environmental disaster in Um El-Naser (Bedouin) village increased to five after rescue crews recovered the body of Fatima Habban Abu Safra (70) yesterday afternoon. The body was found under the rubble of her house that was flooded by sewage water. It is noted that earth barriers around a sewage pool that was constructed last September broke and flooded the village. The pool was constructed by a joint council of municipalities in the northern Gaza Strip. Rescue teams recovered four bodies in earlier rescue operations. In the most serious environmental disaster to hit the northern Gaza Strip, earth barriers in the sewage disposal pools broke, killing four Palestinians and rendering hundreds of families homeless in the bedouin village of Um El-Naser. Many remain missing. The Palestinian Center for Human Rights calls upon the international community and the Palestinian Authority to provide emergency shelters for the victims. As a result, sewage water flooded from the pool flooded the village, and the effect was more devastating due to the fact that the pool’s elevation was higher than the village, giving the flood more power and destructive force. During the reporting period two Palestinians, including a child were killed by the IOF in the West Bank. Thirteen Palestinian civilians, including seven children, were wounded by IOF. Eight of these civilians were wounded in Bal’ein village, west of Ramallah; four were injured by IOF gunfire at checkpoints. The Palestinian Centre for Human Rights (PCHR) strongly condemns yesterday’s assault on Mr. John Ging, UNRWA’s Chief of Operation. The attack took place in the northern Gaza Strip and targeted his convoy. The Centre calls for serious legal action against the perpetrators of this attack, which is a continuation of security chaos that undermines the rule of law and tarnishes the Palestinian people and their just struggle for freedom and independence.
